By the time the black rook makes a check to the white king,the king is on the same raw as the pawn.So,once the king moves the rook eats the white pawn(which might have been transformed to a queen,no matter),and so we have a plain stalemate.Remember,we need something that will force the black side to lose.Take it from the start,it has to be started on some other way...
