What is your dongle type?

For HASP dongles you can use HaspEdit or ToolBox tools.
For other dongle types the software will be different.

I have dumped and converted it to the reg file. The first line of sentinel memory like this:

57,14,DA,D9,77,FC,00,00,77,FC,00,00,DE,59,00,00,\

Desc:
The Bold text is Overwrite password 1(OWP1) it should be: FC77
The Italic text is Overwrite password 2(OWP2) it should be: 0000
The Underline text is Write Password(WP) it should be: FC77

I got the explanation is based on references from this site.

I have tried to re-write a cells but the message displayed 'Return code 4'(Write failed).

FC77 is the write password. OWPs must be known or extracted from software. You see it twice in the reg because dumper put it to cell 2, but it must be in cell 4. So, converter fills both cells with the same value.
