Convert Hasp dump to Multikey 18.0.3 reg key

Can anyone help to convert this dump (dump using h5dmp) to multikey 18.0.3 64 bit, my OS is win7 64 bit.

Is this key (77c2) a hasp one or a hardlock dongle?
77c2 is the MODAD for a hardlock dongle that protects a well-known static program for engineers.
If it's true (hardlock dongle) and you've the key dump it with (HL-DUMP) v2.1 from
http://www.sporaw.com/work/dongles/hardlock/hl-dump.htm
and publish both files (77c2.reg and 77c2.dat) and you get help
for emulation.

I have tried my best to emulate it but with no success, here is the Hl-DUMP. The problem is that i cant emulate it on window7 64 bit system.

may be problem with the license file for the sofistik software also?

the protection for sofistik is hardlock, from its hardlock tools shown 'no hardlock found', the license is working for w32 bit system, so i think it is not the license file problem.

3 devcon.exe exist. One for x32,one for x64 and one for ia7 CPU.
making a bat file like this:
devcon /?
pause
you can control if you've the correct devcon.

Run dseo13b.exe (enable test mod)
Reboot
Run dseo13b.exe again (Sign a system file)
Reboot
Use mk 18.0.3 64 bit with the correct devcon
