Vista multikey Devcon problem

Hello i made multikey emulator for sentinel super pro key
when i install i get error on 32 bit vista machine
that devcon is not recoginzed internal or external command
and than i get error on other vista machine
that your Devcon is not compitabe with version of your windows
running..
check your computers system information to see weather you need 32 bit or 64 bit version of the program and than contact the software publisher ?
i have even tried on 64 bit version and used multikey for 64bit
but same thing.. i even ran the devcon as administrator
System is
Intel Core 2 Duo 2.26 ghz
32 bit 4 gb Ram
Windows Vista home premium sp1
Any idea ?
